Diego Costa equalized after Moses was shown a second yellow card and a red card for diving when he was challenged by Alex Oxlade-Chamberlain.
Costa converted via a deflected from Willian right wing cross.
Ramsey's winner came when Olivier Giroud found space on the left after some nice footwork and cross to Ramsey who was rushing from the right.
The Cup win will help lift spirits of the Arsenal faithful who have seen their side miss out on Champions League qualification for the first time in 20 years.
This would also be the seventh time Wenger has won the FA Cup, more than any other manager in history.
